NOT persisted to the DB and NOT resolvable by the element resolver.
The mcp: true marker tells callers (console, agents) to dispatch via the
standard /act endpoint — which itself branches on connection.type === 'mcp'
before element resolution.
id mirrors key (the tool name) so the object satisfies consumers that key
off id (e.g. the console list). isReadOnly is always true — these are live
server tools with no editable/persisted backing.
