Per-pull diagnostic telemetry: a self-contained record of what a single event pull
observed and why it did or did not emit events. Persisted to the TMP bucket and pointed
to by ExternalEventPull.telemetryUri, so troubleshooting a missing/unexpected event
needs no reconstruction from raw snapshots. For full scans, the observed record set is
referenced via fullScan.newSnapshotId (the full-sync snapshot) rather than duplicated
here, keeping the artifact small even for large collections.
